Why they didn't leave the background there, beats me. The developer actually says that this is what the characters look like if you take the background out, 1UP reports. Capcom says that the game will be running at 1080p, so I presume that seeing these highly defined characters in action will look superbly, given that there will be a colorful environment in the background as well. Last week, it was Ken, performing a Hadouken. Following Capcom's announcement of planning to release the new Super Street Fighter II Turbo HD Remix for the Xbox 360 and PS3 (via their Internet services XBLA and PSN), the developer started rolling out the first official images.
